Position Summary

The Admin and Procurement Specialist will ensure efficient administrative, procurement, logistics, and financial coordination of the project in compliance with donor, government, and organizational policies and procedures. The position will support smooth project operations through effective procurement management, resource planning, documentation, and coordination with consortium partners and stakeholders.

Job Responsibilities

A. Procurement and Logistics Management:

  • Manage all procurement processes in line with organizational, donor, and government procurement guidelines and policies.
  • Prepare procurement plans and ensure timely procurement of goods, services, and consultancy support for project implementation.
  • Maintain procurement documentation, vendor databases, comparative statements, contracts, purchase orders, and approval records.
  • Ensure proper inventory, asset management, and logistics support for project activities and field operations.
  • Monitor supplier performance and ensure quality and timely delivery of goods and services.

B. Administrative and Operational Support:

  • Provide overall administrative support for smooth implementation of project activities and operations.
  • Coordinate office management, travel arrangements, event logistics, meeting arrangements, and operational documentation.
  • Ensure proper filing systems and maintenance of administrative records and compliance documents.
  • Support field offices and project teams with operational and administrative requirements.

C. Financial Coordination and Budget Support:

  • Support budget monitoring, resource allocation, and cost tracking in coordination with finance and project teams.
  • Ensure procurement and administrative expenditures are aligned with approved budgets and donor requirements.
  • Assist in financial planning, forecasting, and operational resource management.
  • Support consortium-based financial coordination and operational communication with project partners.

D. Compliance and Reporting:

  • Ensure compliance with donor regulations, organizational policies, safeguarding standards, and audit requirements.
  • Maintain proper documentation for audits, donor reviews, monitoring visits, and compliance checks.
  • Prepare regular procurement, administration, and operational progress reports.
  • Identify operational risks and support timely corrective actions to ensure uninterrupted project implementation.

E. Coordination and Stakeholder Engagement:

  • Coordinate with consortium partners, vendors, consultants, field teams, and relevant stakeholders for smooth project implementation.
  • Maintain effective communication with internal departments to ensure timely operational support and service delivery.
  • Support management in strengthening operational systems, internal controls, and process improvement initiatives.

F. Safeguarding, Gender, and Inclusion

  • Ensure adherence to safeguarding and gender principles.
  • Promote safe participation of women and vulnerable groups.
  • Report safeguarding concerns as per policy.

Qualifications & Experience 

Education

  • Master's degree in Commerce, Management, Business Administration, Finance, Human Resource Management, or relevant discipline.
  • Bachelor's degree (Honors) in Commerce, BBA, or related field is required.
  • Professional certifications or training in procurement, finance, administration, or supply chain management will be considered an advantage.

Qualifications

  • Minimum 3-5 years of professional experience in administration, procurement, logistics, or financial coordination in national or international NGOs.
  • Strong experience in donor-funded project operations, procurement systems, budgeting, and compliance management.
  • Experience in consortium-based project management and multi-stakeholder coordination will be preferred.
  • Practical knowledge of government regulations, donor compliance, audit processes, and operational risk management.
  • Experience working in large-scale development or humanitarian projects will be an added advantage.

Skills & Competencies

  • Strong knowledge of procurement, administration, budgeting, logistics, and operational management.
  • Excellent organizational, documentation, and reporting skills.
  • Strong coordination and communication skills with ability to manage multiple tasks effectively.
  • Proficiency in MS Office applications, especially Excel, Word, and reporting tools.
  • Ability to work under pressure and maintain compliance with organizational and donor standards.
  • Fluency in Bangla and working knowledge of English.
