Position Summary

JAAGO Foundation Trust is seeking a qualified and experienced Officer – MEAL for the Shopner Sharothi (Girls Education and Skills Partnership & Seashore) Project, based in Cox's Bazar. This position is primarily responsible for supporting the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the project to ensure effective tracking of project progress, quality implementation, and evidence-based reporting.

The Officer – MEAL will be responsible for conducting field monitoring, managing beneficiary and project data, supporting assessments and evaluations, and ensuring timely collection, verification, analysis, and reporting of project information. The position will also support the implementation of accountability mechanisms, data quality assurance processes, and documentation of project achievements, lessons learned, and best practices.

The incumbent will work closely with the Project Manager, field staff, trainers, community stakeholders, and partner representatives to ensure that project activities are monitored effectively and aligned with donor requirements, organizational standards, and project objectives. The Officer will play a key role in strengthening data-driven decision-making and improving the overall quality and impact of project interventions.

This position will report directly to the Manager-MEAL. Candidates must be citizens of Bangladesh and committed to promoting inclusive, gender-responsive, and quality programming for adolescent girls and young women.

Job Responsibilities

A. Monitoring and Data Management:

  • Support the implementation and regular updating of the project Monitoring, Evaluation, Accountability, and Learning (MEAL) framework and tools.
  • Collect, compile, verify, clean, and manage project data from field activities, training sessions, and community interventions.
  • Maintain accurate and updated beneficiary databases, attendance records, activity trackers, and monitoring documentation.
  • Conduct regular data quality checks, spot checks, and validation exercises to ensure accuracy and reliability of project information.

B. Field Monitoring and Quality Assurance:

  • Conduct regular field visits to monitor project activities, training sessions, awareness campaigns, and community engagements.
  • Assess the quality, effectiveness, and progress of project implementation against planned indicators and targets.
  • Identify implementation gaps, challenges, and risks, and provide recommendations for improvement.
  • Support supervisors and project staff in ensuring compliance with donor requirements and organizational standards.

C. Assessments, Evaluation, and Learning:

  • Support the design and implementation of baseline, midline, endline, tracer studies, surveys, and other assessment activities.
  • Assist in developing data collection tools, monitoring checklists, questionnaires, and reporting formats.
  • Analyze monitoring findings and contribute to learning, reflection, and evidence-based decision-making processes.
  • Document lessons learned, best practices, success stories, and case studies from project interventions.

D. Reporting and Documentation:

  • Prepare regular monitoring reports, data summaries, dashboards, presentations, and progress updates.
  • Ensure timely submission of quality reports and project information to management and relevant stakeholders.
  • Maintain organized documentation and filing systems for monitoring records, assessments, and supporting evidence.
  • Support donor reporting processes by providing verified data, analysis, and required documentation.

E. Accountability and Stakeholder Coordination:

  • Support the implementation of accountability and feedback mechanisms for project participants and stakeholders.
  • Coordinate with project staff, trainers, volunteers, and community stakeholders to ensure timely and accurate reporting.
  • Collect and document feedback, complaints, and recommendations from beneficiaries and stakeholders.
  • Promote transparency, participation, and accountability throughout project implementation processes.

Safeguarding:

  • Uphold and promote the organization's safeguarding policies to ensure the safety, dignity, and well-being of all children, young people, and vulnerable adults engaged in our activities.
  • Immediately report any concerns, suspicions, or incidents of safeguarding breaches in line with the organization's reporting procedures.
  • Maintain professional boundaries and conduct that fosters a safe and respectful environment for all beneficiaries, colleagues, and stakeholders.

Qualifications & Experience 

Education:

  • Bachelor's degree in Statistics, Development Studies, Social Science, Economics, Public Administration, or any relevant discipline.
  • Master's degree will be considered an advantage.

Experience:

  • Minimum 2 years of relevant experience in monitoring, evaluation, data management, or project implementation.
  • Experience working with NGO/INGO projects will be preferred.
  • Previous experience in youth development, education, skills development, or livelihood projects will be an added advantage.

Skills & Competencies

  • Strong knowledge of data collection and reporting tools.
  • Proficiency in MS Office applications, especially Excel and PowerPoint.
  • Familiarity with Kobo Toolbox, Google Forms, or other digital data collection platforms.
  • Good analytical and report writing skills.
  • Ability to work under pressure and manage multiple tasks effectively.
  • Strong communication and coordination skills.
  • Willingness to travel frequently to field locations.
